Citrify is one such tool that comes as both a web app and desktop tool. It lets you edit images and add some cool effects, which include halftone, flashback, watercolor, hulkify, obamify, sepia etc. To start the service, click on Launch Citrify button on their home page. It will open an application in a new browser window. You can load your own images and start editing. User interface is very simple and easy to use. You can adjust brightness, contrast, hue and saturation of the image. Plus you can rotate, resize or sharpen image and add various touchup effects using tools like air-brush for a smoother skin-tone, reducing glare and wrinkles, and removing red-eye and blemishes. Given below are the screenshots which show my attempt to touchup a picture using air-brush. The pro version which comes as a desktop tool and runs on Adobe AIR platform. But if you are a blogger or journalist, you could get a free license.
